Candidates profile

Since highly pathogenic AI (HPAI) is an emerging infectious disease, practical experience in handling animal diseases and actual experience in planning for or responding to specific HPAI outbreaks is needed world wide to prepare responders to future outbreaks (training and consulting), strengthening the veterinary infrastructure (guidelines and Standard Operational Procedures) and support outbreak response team during actual outbreak situations. BFC is therefore interested in professionals with specific experience during outbreak response situations (in the US, Europe, Asia or Africa) and who are willing to participate in the BFC network of specialists, working world wide for both short- or long-term projects. Prospective participants may currently be employed in academia, the private, non-profit or public sectors, or may be retired.

Candidates will be offered the opportunity to participate in projects were BFC is involved, like the STOP AI project.

On the animal health side, BFC is seeking professionals with a veterinary degree and previous professional experience planning for and responding to animal disease outbreaks such as Newcastle, Foot and Mouth, or Rinderpest. Advanced training in epidemiology and outbreak investigation is desirable, as is experience with poultry, animal disease surveillance, diagnostic testing, development of emergency preparedness plans, and biosecurity.

On the human health side, BFC is seeking professionals with a medical/public health degree or clinical or public health experience, and with previous professional experience planning for and responding to public health outbreaks and/or emergencies. Experience in disease surveillance, emergency preparedness plan development; emergency response, disease control strategies; detection and case management of suspect cases of disease; or disease related health education and communication strategies is preferred.

BFC Labor Category Schedule


Administrative Support Provides basic organizational, administrative and financial accounting support to teams in preparing for and executing tasks.
Animal Science Specialist Animal sciences graduate with practical experience of, but not limited, to poultry production systems and practical application of appropriate international farm animal welfare standards.
Communication Specialist Preparation of methods and materials for dissemination of information on prevention and eradication of animal diseases, operating procedures, using a variety of media and relevant to specific country issues.
Disease Control Specialist Extensive knowledge of international standards for the preparation and implementation of contingency plans for animal disease control at a national, regional, local and field level. Including some or all of the following; assessment of veterinary framework law, organization of national response, preparation and planning of control activities, surveillance, tracing, zoning, depopulation, disposal, cleaning and disinfection. Bio-security in animal production chain and during disease control activities, protection of workers,
Field Operations Specialist Planning and management of disease control activities in the field, advice on and preparation of standard operating procedures, systems for mobilization, deployment, co-ordination and reporting, problem solving, resourcing.
Logistics & procurement Specialists Ability to advise or train in support of disease containment and eradication activities; will have practical field experience of providing logistical support in the emergency, short and medium term deployment and tracking of personnel, expendable commodities, transport and equipment
Poultry Industry Specialist Practical working knowledge of the poultry industry and farming at an international, regional or specific national level, covering any or all four poultry production sectors (as defined by the FAO) , should included production, inputs, processing and trade issues for all poultry species.
Information Management Specialist Requires ability to specify, organize, analyze and model data and produce reports to inform specialists in the preparation of operational contingency plans, and/or manage data during outbreak control activities.
Public Administration specialists Requires ability to set up and/or manage systems for the administrative and financial reporting of all activities during a disease control incident including human resources, equipment, procurement, contracting and compensation.
Public health specialist Expertise and experience in public health and international or specific national policy and standards on infectious disease surveillance and control, with primary focus on zoonotic diseases, worker health protection and monitoring and also wider public health surveillance and protection.
Training Specialist Develops or assists in developing practical training exercises, workshops and field simulations tailored to local requirements, excellent facilitation skills.
Veterinary specialist Expertise and experience on one or more of the following; international standards for disease surveillance and control; practical implementation of disease control strategies, practical involvement in major disease outbreaks, epidemiology, poultry disease surveillance methodology development and implementation, vaccination strategies and implementation.
